Head of IDB Operations in Costa Rica, where she leads the development of a new sectoral employment agenda, financial and fiscal aspects of the sector, initiatives and projects regarding regional integration and innovation. Within her professional career, Isabel has also worked as a specialist in the social sector, specifically under the IDB Migration initiative.
She received her degree in Civil Engineering from the University of Los Andes in 2005 (Colombia) and has a Master's degree in Transportation and Management from Imperial College London (2008). Before the IDB, Isabel worked at the National Planning Department of Colombia, Transmilenio and ARUP UK and IBM.
She has been an instructor in transportation engineering at the Universidad de los Andes and in Transportation Economics at the Pontificia Universidad Javeriana in Bogotá. Isabel has been recognized by the Remarkable Women in Transport 2021 program of the Transformative Urban Mobility Initiative, for her previous work integrating the gender perspective in transportation and the ideation of the Transpor Gender Lab.
